Sponsorship + Work Extension CIC-V or separate them (one to CIC-M and the other to CIC-V)

I am helping a friend submitting his sponsorship application as well as an extension to his current work permit. (His wife being the sponsor)
Shall we submit everything to Vegreville AB, or we should take advantage of the speedy processing time in CIC-Missisauga for Sponsorship and only submit the work extension application to Vegreville??
we went through Acts and Regs and found a few threads saying Vegreville being the place to do it all... however CIC-Vegreville also has a reputation of taking their time on in-land sponsorship application... months to years....
currently the Missisauga's office is running just slightly under 30 days for first stage of approval for sponsorship application.
I understand the deemed/implied status for work permit when it expires; however, the dilemma still lies between two offices. Should I separate the applications (one to CIC-V and one to CIC-M) or just mail both in to CIC-V.
We would like to take advantage of the speedy processing time at the CIC-M if possible and not jeopardize the extension on work permit.
someone? any CSIC expert? Advice??
