Visitor Visa w/ same-sex non-NAFTA partner

I would like to visit Canada for a couple of months to get familiar with local areas and businesses prior to applying for permanent residency (from outside Canada) later. I'm a U.S. citizen, so I think I can stay in Canada (but not work) for up to 6 months under NAFTA. However, my life partner is not a U.S. citizen. Since the U.S. does not recognize same-sex marriage, we can't get married here.
My question is, can my partner accompany me to Canada as my common-law spouse and enjoy the same visa status as me? Or will he have to apply for a tourist visa from his country (Taiwan) as if he didn't even know me?
